Tall, handsome and dignified, Vice President Chester Arthur looked very much like a President. Yet, when President Garfield was assassinated, the American people viewed him with trepidation. They should not have feared. For President Arthur accomplished much good for his country. He modernized the Navy, worked to lower tariffs and signed the bill creating the Civil Service Commission. With Presidential dignity, he led the nation in her great celebrations of the 1880s: the Yorktown centennial, the Washington National Monument's dedication, and the opening of the Brooklyn Bridge. Yet, despite the character he brought to the Presidency, Chester Arthur knew he could not run for reelection. In 1886, not two years out of the White House, he died of Bright's disease.
