Dean Ellis: George Norris - Tennessee Valley Authority Born in Ohio, George Norris was as much a "Son of the Middle Border" as William Jennings Bryan himself, and throughout much of his long career he adopted Bryan's philosophy, if not always his programs. Elected to Congress in 1902 as a Republican, Norris made it clear from the first that he was really an independent champion of the farmers and workingmen. And he never abandoned this philosophy or the programs it dictated. From the beginning, Norris supported construction by the government of great hydroelectric dams and power plants. In 1928 and again in 1931, Congress passed his Tennessee Valley Authority bill providing for a great series of dams on the Tennessee River, but Presidents Coolidge and Hoover vetoed it. With the arrival of the New Deal, however, America's political atmosphere changed. In May 1933, Norris' new Tennessee Valley Authority (TVA) bill finally was signed into law by President Roosevelt. It called not only for a series of dams, but for rural electrification, the improvement of rural health, the withdrawal of marginal lands from cultivation, and a broad program for "the advance of the economic and social welfare of the people living in the river basin." In the years since, the TVA project has brought prosperity to the Tennessee Valley, and provided a model for similar enterprises elsewhere. The TVA remains one of the most famous and enduring New Deal programs. The original TVA dam still bears the name of George Norris, and justly so.
