Ron Sloan: Presidential Inauguration Beginning with Thomas Jefferson -- who walked from his nearby boarding house in 1801 to take the Oath of Office -- nearly all of America's Presidents have been inaugurated in the Capitol Building. It is a fitting place for such a democratic ceremony ... for the United States Capitol embodies all of America's ideals of freedom and opportunity. In 1985, Ronald Reagan took the Oath of Office on Sunday, January 20 -- as dictated by a Constitutional amendment stating that a Presidential term shall begin at noon on January 20. It was only the fifth time in America's history that Inauguration Day had fallen on a Sunday. People all across America looked to the Nation's Capitol on Monday, January 21, 1985, for the traditional outdoor ceremonies on the steps of the Capitol to take place. However, unusually cold weather forced the traditional outdoor ceremonies inside ... and the Inaugural Parade had to be cancelled. The only other President since James Monroe not to be inaugurated on the Capitol steps was William Howard Taft who was forced inside during a blizzard in 1909. It seems as though the Inauguration of the President of the United States on the Capitol steps is a tradition only to be broken by Mother Nature. Indeed, hardly a person can walk up the steps of the Capitol without feeling the presence of America's great leaders.
