Gene Jarvis: William McKinley Profile The convincing arguments of William McKinley secured passage of the 1890 Tariff, the highest in America's history until that day. And when elected President, McKinley ramrodded an even higher tariff through Congress. However, his attentions were quickly diverted from economics to Cuba's revolt against Spain. American sentiment against the Spanish ran high and when the battleship Maine was blown up, the press was quick to accuse Spain. On April 11, 1897, Congress declared war. Through the war the nation gained Puerto Rico and the Philippines. Hawaii was later annexed. In 1900, President McKinley easily won reelection. Industry was booming, food was plentiful and the nation had just emerged as a world power. Six months later, the President was assassinated.
