Lois Hatcher: Emily Bissel Born on May 31, 1861, in Wilmington, Delaware, Emily Bissell became one of the most innovative social workers in America. In 1889, she started the West End Reading Room which sponsored the city's first free kindergarten and the Boys' Brigade, a forerunner of the Boy Scouts. In 1904, she helped organize the Delaware branch of the American Red Cross. And, three years later, she made her main contribution to charity when she agreed to help her cousin, Dr. Joseph P. Wales, raise enough money to keep a small tuberculosis research center operating. Remembering that the Danish had once sold charity stamps to support their fight against tuberculosis, Emily Bissell decided to do the same. With the Red Cross's permission, she used their symbol on her simply designed stamps. And, with the help of a local printer, the first Christmas seals were created. That December Emily Bissell sold her Christmas Seals in the Wilmington Post Office. Business was slow, so the determined social worker moved her Christmas Seals to Philadelphia. With the backing of this city's newspaper and charitable organizations the Christmas Seals sold extremely well and, the following year, Emily Bissell initiated a nationwide Christmas Seal campaign.
