Gene Jarvis: James Monroe Profile In the Virginia Assembly, the Continental Congress and the U.S. Senate, James Monroe served his country well. Perhaps his only shortcoming was as a diplomat, for in 1803 when President Jefferson sent him to purchase the Louisiana Territory from France, Monroe lost sight of the President's instructions to negotiate for the Florida's as well. Thus, he left open a wound that festered for sixteen years, until he resolved it during his own Presidency. When the War of 1812 broke out, Monroe fought courageously on the line against Britain. Four years later, he was a sure success for the Presidency. During his two Presidential terms, Monroe performed a great service to his country through the Monroe Doctrine which defined America's position on foreign intervention in the New World.
