John Burke was a man dedicated to his country and willing to serve it. He fought for right and justice and was intolerant of corruption in any form. His concern for the public welfare was the moving force in his life. Burke was born in Sigourney, Iowa and was educated in the local schools. In 1886, he received his law degree from the University of Iowa. Two years later, he headed west to the Dakota Territory. To survive, Burke worked as a harvest hand and school teacher. His law practice began humbly in a hotel room, but within a year, he was successfully established. His first political office was as Rolette County Judge and, later, State's Attorney of Rolette County. In 1891, he was elected to the State House of Representatives and proceeded from there to the Senate. Soon, he had earned the nickname "Honest John," for his integrity was never questioned. The people trusted him and in 1907 voted him in as Governor. Living up to their faith in him, Burke sought to rid North Dakota of political corruption. Regulation of lobbying, establishment of a tax commission and laws providing for the first primary election were steps in this direction. He also worked for child labor, juvenile courts and employment compensation. In 1913, President Woodrow Wilson appointed Burke Treasurer of the United States. Later, he served as Chief Justice of the Supreme Court of North Dakota.

Each Cover was postmarked on the anniversary of his or her birth.
